Lipany is the capital city of the Independent Republic of Nogova.
Overview[]
The capital of the Nogovan republic[1], Lipany is lined with cobblestone streets brimming with life and culture. Its highlights are a massive clock tower building and a radio mast, located just east of the city limits, which caters to broadcasts from news/music channels along with official messages from the government.[2]
Lipany is second only to Petrovice population-wise, though it remains as the country's central seat of power and is home to various government ministries.[2] It is situated on the south-eastern peninsula of the island.

Soviet forces on Kolgujev launch their invasion of Nogova (1982)
On August 21st, 1982[3], Soviet forces commanded by Colonel Aleksei Guba invaded the Nogovan republic in an attempt to install a puppet government led by former Vice Premier Ostrovsky of the Novogan Communist Party. Then-incumbent leader, President Novak, broadcasted a final message of unity and defiance before his untimely execution at the hands of the Soviets.[4]
Having defeated the ill-prepared Nogovan defence forces, the Soviets proceeded to occupy the capital and other settlements.[4] Propaganda messages of their supposedly "peaceful liberation", broadcasted by the Soviet vanguard, were permeated with sporadic bursts of small arms fire as Nogovans who challenged their authority were ruthlessly gunned down in full view of their neighbours. With the city effectively placed under martial law, travel to and from the capital was strictly limited to only select pro-Soviet Nogovans and occupation troops.[5]
The capital would remain under Soviet control until almost a month later on September 22nd[3], when a large force of anti-Soviet partisans assaulted the city from multiple directions using tanks and troop carriers that were salvaged from the Soviets.[6] The battle ended in a decisive victory for the partisans[7], paving the way for the liberation of Petrovice two days later.[3]

The town hall in the city's central square is home to the island's judiciary and law enforcement.[1][8]
One of the former members of the tribunal, police chief Victor Troska, was a hero of the 1974 revolution who led the demonstrations to free the republic from the grip of its pro-Soviet leadership.[3]
